Putin’s demands include a complete withdrawal of Ukrainian troops from these contested areas, even parts not under Russian control. The Kremlin formally annexed these regions in September 2022, although the claim remains internationally disputed and condemned by most nations.

In advance of the meeting, Trump proposed a “swapping of territories” solution, which would effectively endorse Russian annexation of seized Ukrainian territories in exchange for some form of concession, potentially paving the way to peace. However, this proposal was swiftly and categorically dismissed by Ukrainian officials, who see it as legitimizing Russia’s coercive territorial grabs and undermining Ukraine’s sovereignty.

This stance from Ukraine complicates efforts for a diplomatic resolution. Critics argue that conceding territory to Russia would embolden Moscow’s aggressive tactics and set a dangerous precedent for international conflicts. Supporters of Trump’s position, however, view such a swap as a practical step toward ending prolonged hostilities and stabilizing the region.

The summit also raised broader questions about the role of the United States and NATO in supporting Ukraine’s defense capabilities. Russia has demanded strict limitations on Ukraine’s military technology and arsenal sophistication, seeking to curb Kyiv’s ability to resist future incursions.
