Rubio Highlights Mutual Concessions as Key to Russia-Ukraine Peace Negotiations
Secretary of State Marco Rubio stated on August 17, 2025, that for a sustainable peace deal to be reached between Russia and Ukraine, both sides must make concessions. Rubio made these remarks following the unsuccessful summit between former President Donald Trump and Russian President Vladimir Putin in Alaska, which aimed to address the ongoing conflict in Ukraine but ended without a ceasefire or concrete agreement.
Speaking on multiple Sunday political shows, including ABC and CBS, Rubio was clear that a peace settlement requires agreement on terms acceptable to both Ukraine and Russia. “This is about what Ukraine can accept and what Russia can accept. They both have to accept it. Otherwise, there won’t be a peace deal,” Rubio told CBS’s Margaret Brennan.
Rubio further emphasized that a swift ceasefire or peace accord should not be expected merely after a single summit, especially if Ukraine is not present in the negotiations. He remarked, “You’re not going to reach a ceasefire or peace agreement in a meeting” without Ukrainian representation.
The Trump-Putin summit did not result in a ceasefire, which Trump himself acknowledged, stating, “we didn’t get there.” Rubio indicated that despite the stalled negotiations, the U.S. administration is considering all options, including the potential imposition of further sanctions on Russia if concessions are not forthcoming. However, he warned that increasing sanctions could halt diplomatic dialogue, noting, “if the U.S. levies additional sanctions, the ‘talking stops.'”
Currently, Russian forces face extensive economic sanctions, with no sanctions having been lifted so far, according to Rubio. He referenced previous statements by Trump threatening to introduce “secondary sanctions and tariffs” against Russia if a ceasefire deadline was not met.
In the coming days, Ukrainian President Volodymyr Zelensky is scheduled to meet with Trump and several European leaders in Washington for what is expected to be a challenging series of discussions aimed at furthering efforts toward peace.
Rubio’s comments underline the complex and delicate nature of the conflict resolution process, where mutual concessions appear to be the only path forward. The exact terms and timing of any agreement remain uncertain, highlighting why the peace process is still described as “a long ways off.”
